This article explores the relationship between the terrorist threat and institutions of law and order, focusing particularly on Spain. The author argues that security managers are gaining immense powers with limited national or supranational supervision, thereby creating a symbiosis that enables them to perpetuate their relevance within national, transnational and international security affairs. He concludes that this occurrence blurs the lines between internal and external aspects of security and creates a dilemma for civil liberties.
