This publication argues that threat reduction programs with former Soviet states can serve as models to create new jobs for North Korea's cadre of nuclear scientists. The author explains that the country's pledge to abandon its nuclear weapons infrastructure, rejoin the Nuclear Non-Proliferation Treaty (NPT), and cooperate with the International Atomic Energy Agency (IAEA) is only part of the international effort to denuclearize the North. The publication concludes that a denuclearized North is vital to future peace on the Korean Peninsula.
