This paper presents a cost benefit analysis of two disaster mitigation and preparedness (DMP) interventions in India. It analyzes the net benefits resulting from DMP to assess the cost effectiveness of such interventions. The authors demonstrate that investment in DMP initiatives is economically sound, and show how cost benefit analysis can be used as an analytical tool to choose between different types of DMP intervention. They conclude by highlighting the potential for using DMP as a significant element in both humanitarian relief and development programming.
