This paper stresses the importance of housing reconstruction in post-conflict and post-disaster programming. The author first reviews experiences in housing reconstruction in the aftermath of natural disaster and conflict. He then discusses specific examples to highlight the main issues and to illustrate good and bad practice. The paper also offers guidance on how to plan and prepare for a housing reconstruction intervention.
