This note addresses the policy efforts made to eliminate child labor and to create jobs for young people. It highlights questions for consideration in contextualized policymaking and argues that the strong focus on formal education makes working children and the skills they learn outside school invisible. The author further explains that the focus on technical/vocational training as a means to bring youth into work ignores rural-urban inequalities as well as the way African labor markets work.
