This brief discusses the situation in Somalia following the withdrawal of Ethiopian troops in January 2009. It analyzes the confrontation between the near-collapsed government and its opponents as well as the roles of Ethiopia and other external actors. The author argues that the future may well be much less bleak than is often assumed.
