This paper examines China’s shifting domestic policies towards climate change, which have been fueled by the country’s increasing economic, social and environmental problems. According to the text’s authors, climate change actions now appear to align closely with China’s development priorities, including its ongoing war on pollution and its desire to boost its international reputation. Given this ambitious commitment, the authors conclude that China should pursue interfuel substitution, and thereby reduce its reliance on fossil-fuels, and work especially hard to ensure that its climate mitigation policies actually get implemented at the local level.
