This publication discusses likely changes to domestic and foreign policy in Russia after the elections of March 2004. The author argues that President Vladimir Putin faces no obvious rival for the presidency or any significant parliamentary opposition and as a consequence the system is becoming increasingly authoritarian. The paper concludes that although Putin is due to step down in 2008, he may seek constitutional change in order to remain in power.
