This report reviews the situation of Timor-Leste one year after the near-fatal shooting of President José Ramos-Horta, highlighting fundamental improvements. It summarizes the development of Timor-Leste's security situation in 2008, discusses the security impact of the 11 February 2008 attacks and looks at the political implications. The paper argues that a lasting return to stability will require the government to show seriousness of purpose in tackling the causes of conflict, including fundamental reforms in the security sector and promoting the rule of law.
