This study focuses on one of the targets set out in the EU's 2000 Lisbon strategy: raising the level of research and development (R&D) in the business sector. It seeks to understand the causes of the gap in R&D between the EU and the US. In order to do so, the author deconstructs aggregate business expenditures on R&D by sector, firm size and region. He finds that, while the EU lags behind the US in aggregate R&D (and especially business R&D) spending, that is not true for all EU countries, regions or sectors.
