This paper focuses on the link between international aid and political interest with regard to North Korea. The author argues that humanitarian assistance - most notably the World Food Programme - has been of benefit to those most vulnerable to countrywide food deficits. Nevertheless, according to him, North Korea presents an acute dilemma for humanitarians determined to uphold minimum standards of accountability.
