This paper discusses humanitarian aid for civilians during complex humanitarian emergencies, such as armed conflict, population displacement, or loss of shelter and community. The author argues that most humanitarian assistance seeks to alleviate suffering after the abuses have occurred or while they are occurring rather than protect civilians from an attack or persecution. The paper holds that those international organizations present in areas where violations occur have an obligation to act in ways which will enhance protection. Further, it offers examples of specific strategies and tactics which have been used in the field to prevent or mitigate abuses.
