This brief examines the effects of land titling on economic growth in developing countries. The author addresses the question whether strengthening property rights for the poor contributes to facilitate pro-poor economic growth and a more equitable development. The paper concludes that promoting land titling as the policy intervention to strengthen tenure security does not appear to be a feasible strategy for addressing the highly complex problem of insecure land tenure for the rural poor.
