This paper discusses the provision of reproductive health (RH) services by humanitarian agencies to displaced populations. It highlights that despite increased recognition of RH concerns in emergency situations, implementing the rights agenda presented at the 1994 International Conference of Population and Development has been difficult. It presents available information about RH in displaced populations, describes policies of a number of actors, gives examples of current RH programs and explores the issues facing those who attempt to implement them.
