This paper discusses how the shortcomings of the international community's crisis responses stems from a failure to recognize key features of the environment in which the aid is being delivered. The author states that the "internal" analysis of conflicts and the search for "local" solutions often disregards the systemic and protracted nature of current armed conflicts. The gravity of protracted crises in many countries suggests that governments need to actively and genuinely engage with the underlying causes. The author argues that the humanitarian community itself has a key role to play.
