This paper discusses the dismissal of Ukrainian Foreign Minister Borys Tarasyuk by President Leonid Kuchma and the implications of his decision on geopolitical strategy. The author argues that Kuchma's choice to replace Tarasyuk with career diplomat Anatoliy Zlenko signals realignment toward Russia. The paper concludes that Ukrainian policymakers' assertion that "the West is closed for us now" is a reflection of its failure to introduce adequate taxation regimes, legal codes and enforcement mechanisms that are conducive to honest business and investment.
