This monograph examines the impasse in Russian-US relations in the aftermath of the August 2008 war in Georgia. The author discusses various risks that such an impasse poses, in particular with regard to arms control issues. He argues that arms control and disarmament issues are quintessentially political as well as military issues and that the US, therefore, cannot refuse to participate in the bilateral effort to resolve those issues.
