This publication discusses the lessons learned for the effective integration of humanitarian principles and the protection of civilians in southern Sudan. The author argues that efforts by aid agencies working in region lack coherent political and policy leadership which has led to many of their programs failing those who they seek to help. The publication concludes that while recognizing that political authorities are ultimately responsible for protecting civilians and the integrity of humanitarian assistance, implementing agencies and those who fund them also need to address these issues more effectively.
