This publication examines the concept of human rights in the context of humanitarian emergencies and international law. The author argues that the moral and legal basis for the claims involved is often little understood partly because the legal framework involves a patchwork of provisions from different branches of international law: human rights law, humanitarian law and refugee law. The publication concludes that an assessment of protection needs must form part of every needs assessment and should also calculate and minimize the potential negative side effects of relief interventions.
