This publication discusses the problem of humanitarian crises increasing the risk of HIV infection. The author explains that efforts toward universal access to HIV prevention, treatment, care and support can only succeed if that is being included in emergency programs. The paper concludes that responses to HIV in emergencies require understanding of specific contexts and how they affect people's vulnerability and ability to cope.
