This publication is a report on an international meeting held to discuss the changing role of NGOs working in conflict-affected countries. The report argues that there has been a comparative worsening of conditions for the increasing proportion of the world's population that is affected by conflict. This has been accompanied by a reduction in international aid, and by the inability of the UN and governments either to prevent or to call a halt to violence. Discussion in the second half focuses on mechanisms to strengthen NGO policy in conflict analysis, programming in conflict and peace-building and reconciliation.
