This publication discusses the concept and methodology of cost-effectiveness analysis of emergency relief operations and distinguishes it from cost-benefit analysis. The author argues that the relationship between costs and performance of relief activities be fully explored and understood due to the competing demands made on finite aid resources. The publication concludes that there needs to be less emphasis on strictly financial reporting and more on reporting in relation to activity as this would considerably enhance the usefulness of the evaluation process.
