This publication examines the definition and appropriate response to violent conflict targeted against civilians resulting from the deliberate demolition of their economic, social and cultural worlds. The author argues that the ordinary distress and suffering of war is liable to a redefinition as a psychological condition – 'traumatization' – requiring professional attention or treatment in its own right. The publication concludes that emphasis should be placed on social developments/rehabilitation principles, to which can be grafted those additional issues presented by crises which are man-made rather than natural.
