This publication examines the definition of post-conflict transition and the task of rehabilitation drawing on examples in Cambodia, Ethiopia and Uganda. The author argues that the nature of rehabilitation is misunderstood because its approach derives from a misconception of the origins and nature of contemporary conflict. The publication concludes that confronting these dilemmas implies a fundamental change in the orientation and delivery of aid in post-conflict situations.
