This publication examines and describes the Food Security Research Project (FSP) implemented in the southern region of Ethiopia during 1992 and 1993. The author argues that employment generation schemes (EGS) (food-for-work and cash-for-work programs) can be an effective mechanism in improving disaster management strategies but they must move beyond a short term approach. The publication concludes that employment schemes cannot be the only solution for food deficit areas. In the longer term, food security will depend on sustainable agricultural, economic growth and an equitable distribution of the benefits.
