This paper identifies a new development in civil-military relations, one which the author calls "third generation civil-military relations." These, he claims, are a product of military organizations engaging more in areas of civil governance as well as higher-level partnerships between military and civil agencies. He sites the so called Focused District Development, a US military-driven "holistic" civil police reform project in Afghanistan as an example of civil-military engagement. He explains the political background of the project before discussing the challenges to cooperation posed by third generation civil-military relations.
