This paper explains how terrorism has entered a new level with the November 2008 attacks in Mumbai. The author argues that while the target was not new and tactics similar to those employed herein, the Mumbai attacks have shown an unprecedented combination of detailed planning and organization, multiplicity of targets and indiscriminate killing on a large scale in a major city. He further examines the Indian perceptions and reactions to the attacks, Pakistan's responses and the alleged inadequacy of the Indian intelligence and security services.
