This publication discusses the rationale for and sets out a code of conduct for NGOs working in the field during disaster relief operations. It seeks guard standards of behavior, rather than elaborate on operational details. The authors hope that the code may stimulate an inclusive and more comprehensive process involving governments, donor organizations, UN agencies and NGOs which, over time may result in a sort of Geneva Convention for humanitarian aid.
