This publication provides a description of food and nutrition programs undertaken by the UN World Food Program (WPF) and other NGOs in Benaco refugee camp in Goma, Zaire after the Rwandan genocide in 1994. The author argues that substantial difficulties were encountered during the operation resulting from a lack of accurate information on the camp population and the relationship between the two key UN agencies. The publication concludes that problems in food supply and distribution in the first months of an operation are likely to persist and that targeting the most vulnerable to malnutrition with a separate program would seem to be justified.
