This publication discusses conflict prevention with a view to advancing the prospects for preventive diplomacy. The author argues that the high costs of armed conflict to the affected countries is leading to an increasing focus on actions which might be taken at an earlier stage to reduce tension and prevent the development of potential conflicts. The publication concludes that traditional approaches are failing and a new strategic vision is needed if the world community is going to learn how to prevent war. Preventive diplomacy, peacemaking and peace building are the conceptual and operational tools needed to make progress in this field.
