This publication examines how the United Nations High Commission for Refugees (UNHCR) attempted to deal with population movements and questions of food security in Eastern Ethiopia, Western Somalia and Somaliland (Somali Region 5). The author argues that the UNHCR developed a cross-mandate approach in conjunction with other UN agencies through the use of constructive and economic food aid. The publication concludes that the hope that the cross-mandate policy would lead to a recovery of the region was exaggerated from the outset.
