This publication discusses the effects of the conflict in Bosnia. It also addresses the organization of military protection for humanitarian assistance and the organization of the relief program by UN agencies, NGOs and donor organizations. The author argues that relief organizations faced resistance from all sides when trying to transport non-food items because they were viewed as having a military value. The publication concludes that effectively agencies attempting to run delivery programs based on non-food commodities were penalized.
