This publication examines the government and international response to drought in Zambia and the Programme to Prevent Malnutrition (PPM). The author argues that a combination of factors including exceptionally low rainfall and the cultivation of hybrid maize in areas distant from markets and in areas that were ecologically less suited to the crop contributed to problems in the region. The publication concludes that due to civil service reform resulting from implementation of a structural adjustment program (SAP) the PPM structure should remain in place as the effects of the drought continue.
