This publication discusses the NGO response to an emergency appeal by the government of Mozambique for humanitarian assistance to deal with its drought- and war-affected population. The author argues that the Celula Inter-Secçoes (CIS) was set up by Médecins Sans Frontières (MSF) in order to establish an information gathering system that would help to identify the particular districts and target those most in need. The publication concludes that it is easier and quicker to set up similar systems where NGOs are already familiar with each others programs and where there is a climate of openness between NGOs.
