This paper contends that despite the so-called Islamic State’s (IS) loss of terrain and senior leadership in the Middle East and North Africa, the group’s campaign in Europe continues and may even increase. The text’s authors assert that this appears to be the case as despite anti-IS operations, the terrorist group 1) continues to plan, resource and execute attacks from its remaining safe havens in Syria, Iraq and Libya; 2) has expanded its coordinated attack campaign in Europe to target the UK and Spain; 3) has potentially increased its online activity to recruit vulnerable individuals in Sweden and Finland, and more.
