This briefing assesses the downturn in manufacturing and exporting that has become evident in the first two months of 2009 and its impact on poorer communities. The author argues that major governments must engage in a far-reaching reform of international financial and trading relationships, going beyond resolving their own immediate problems. According to him, the economic crisis provides an opportunity for a turning point in north-south relations.
