In 2009, Trinidad and Tobago became the first Caribbean nation to host the Summit of the Americas. This brief reviews its efforts, and the efforts of like-minded small states, to carve a place for the Caribbean within a broader hemispheric agenda. To advance their interests, however, small states first need to pursue innovative or even unorthodox diplomacy, or so this brief argues.
