This paper explores the links between HIV/AIDS and electoral processes in southern Africa. It examines the implications of HIV/AIDS for democracy and governance generally and then considers how different institutional elements of elections vary in their vulnerability to the epidemic. It also discusses the extent to which varying institutional arrangements could bring about political reform.
