This study assesses the ability of governments in Latin America and the Caribbean to respond effectively to disasters. It examines the roles of disaster related regional organizations, civil society and international bodies and discusses different cases, namely disasters in Peru, Bolivia, Mexico and the Dominican Republic in 2007. The author identifies the main obstacles to effective national and international response and concludes by offering policy recommendations.
