This paper provides insight into the underlying grounds for acts of terrorism in Egypt. It surveys the development of terrorism in Egypt and considers its exportation. The author maintains that excessive anti-terror initiatives have failed to rectify the country's terrorism dilemma. Engaging the opposition affords a better alternative.
