This paper evaluates the Africa Peer Review Mechanism (APRM) of the New Economic Partnership for Africa’s Development (NEPAD). The APRM locates development solutions within local communities by encouraging and facilitating dialogue between the state and society in a peer review context. The author maintains that the APRM is proving a positive experience in democratic institution building and promises to yield benefits by encouraging change in governance practices and political culture.
