This paper explores the parlous state of South Africa's border control regime. It notes that on 12 January 1997 the South African cabinet instructed a forum of ministers from Safety and Security, Justice, Home Affairs, Finance, Correctional Services and others, to draw up and implement an effective strategy to address problems with South Africa's border control regime. It argues that issues of governance and coordination remain the chief obstacles. Getting South Africa's various government departments and agencies to work in concert is a key challenge.
