This paper assesses the effectiveness of South Africa's national and provincial secretariats for safety and security in providing civilian oversight of the South African Police Service (SAPS). It concludes with nine recommendations to improve oversight. They include, among others, exploiting existing provision in legislation; revisiting the role, structure and functions of the secretariats; providing common policy analysis and implementation training to all secretariats; sharing best practices; and introducing structural processes to ensure a good working relationship between the secretariats and the SAPS.
