This report investigates whether and how the EU might, in its policies toward Russia, the eastern partner countries and Central Asia, build stronger common programs and projects across these three political 'spaces.' The authors examine various sectors of policy for the opportunities that they might present for cooperative action between the EU, Russia, Eastern Europe and Central Asia.
