This report examines the Sexual Offenses Bill introduced in South Africa in 2007. The author describes the situation regarding sexual violence in South Africa during the formulation of the Bill and outlines its history from inception to passing by the National Assembly. The report analyzes key elements of the Bill as well as the process through which it traveled in order to become law. Finally, it looks at next steps and the implications of the law's implementation for victims of sexual offenses.
