This paper offers lessons for democratic reform from South Africa, following the election of its first democratic government in April 1994. The author highlights the factors affecting police reform, including de-politicizing of the police services, the challenge of promoting equity and non-discrimination, and the existence of police brutality and corruption. The paper concludes that democratic reform depends on police leadership that is committed to the reform process and has the support of national political leadership.
