This paper compares the quantitative monitoring of police violence and torture in South Africa during and post-apartheid. The author begins with a discussion of access to data and state-led police abuses during the apartheid era, 1990s and post-apartheid period. He contrasts the recorded number of deaths during these periods and the issue of classifying police-related death. The paper concludes that civil society actors must be engaged in order to monitor and prevent police violence.
