This paper demonstrates why publicly available data on police misconduct in South Africa and the use of force is often unreliable and inconsistent. The author states that better oversight is necessary for public accountability and for police managers to monitor staff, improve performance and service delivery. He discusses police use of lethal and non-lethal force and the implications of torture, death while in custody, civilian complaints and police corruption.
