This report explores Angola’s legislative elections in September 2008 as a demonstration of citizenship rights and a step towards peace and reconciliation. It begins with an overview of the root causes of Angola's protracted civil conflict. It examines the 1992 elections and the 2002 Luena Peace Accords and explores the characteristics of the opposition parties, including their internal fragmentation and divisions. It also discusses the security situation and use of harassment and intimidation tactics. The report concludes with suggestions for steps to ensure democratic participation in the country.
