This report focuses on security sector reform (SSR) as a core component of national and international policy to achieve human security in the Democratic Republic of Congo (DRC). It begins with an overview of the protracted conflict and SSR efforts in the DRC. The authors explore the reform of local armed forces, the Forces Armées de la République Démocratique du Congo (FARDC) and argue that the implementation of SSR has been marked by failed coordination between the DRC government and the international community. The report concludes that preventing a generalized conflict relies on SSR, with further implications for democratic consolidation and peacebuilding efforts.
